Understanding the Chain of Command Controlling the Seraphim and Pacifistas in One Piece

Egghead arc is the first arc of the Final Saga of One Piece, and likewise, it has featured several exciting events. Before the anime went on a hiatus, several fights were featured, including Trafalgar D. Water Law vs. Blackbeard and Kuzan vs. Monkey D. Garp. However, after the anime resumed, it has only focused on the happenings of the Egghead Island. Currently, the anime is going through a tense situation with Luffy facing Kizaru while the Marines are trying to capture Dr. Vegapunk.

One of the interesting things about this arc is the extensive use of Pacifistas. Pacifistas were made after doing experimentation on Bartholomew Kuma, and while they have always been used by the Marines, their numbers on Egghead seem to be overwhelming. On top of that, not every marine can command them, and there is an authority hierarchy for Pacifista and Seraphim. Here is the chain of command, which has the highest authority over the human weapons created by Dr. Vegapunk.

1. The Gorosei

The Gorosei, or the Five Elders, have the highest authority over the Pacifistas and the Seraphim in One Piece. From the public perspective, the World Government is led by the Gorosei, who report to Imu-sama. Being the highest authority in the World, they can command the Pacifistas and Seraphim to do anything. Even Dr. Vegapunk, who created them, cannot reverse the decision until the Gorosei wants to.

2. Dr. Vegapunk and Satellites

Dr. Vegapunk comes second in the authority hierarchy for the Pacifistas and Seraphim. He created them after experimenting on Bartholomew Kuma and taking the DNA samples of the Seven Warlords. Without the presence of the Gorosei, Vegapunk holds absolute authority over them, even though he is not a Marine nor does he have great physical abilities.

3. Sentomaru

Sentomaru is Dr. Vegapunk’s bodyguard and has a special relationship with him and Kizaru. After the Gorosei and Vegapunk, his authority is absolute over the human weapons. He was bestowed with the authority since he stayed on Egghead Island and protected Vegapunk from all kinds of danger. Moreover, Egghead is a scientifically advanced island, so it would upset the World Government if something of importance were to be stolen from the place.

4. Authority Chip Owners

After Sentomaru, there is no specific person who commands the Pacifistas and the Seraphim. There is a special device known as the Authority Chips, resembling a small pink ball within a glass box, with a hook and “PX” written on the ball. Those who have the Authority Chip can command the Pacifistas. It was used by Rob Lucci, Kaku, Stussy, Kizaru, etc., during the Egghead arc.
