Some of the most intriguing questions came to light in the One Piece anime’s episode 1118 titled ‘The Holy Land in Tumult! Sai and Leo’s Full Power Blow! How the World Govt. was created, who are the Celestial Dragons, and what happened with ‘Lily’? How did the Celestial Dragons and the World Govt. come into existence?
At Mary Geoise, Pangaea Castle, the revolutionary army is out to save Bartholomew Kuma whereas in another part of the castle, King Cobra reaches the Empty Throne room to meet five ELDERS and confronts them about the whereabouts of Lily, Queen of Alabasta kingdom. Before King Cobra confronts the five ELDERS, he begins by explaining the history of the World Govt.
The World Govt. was founded by 20 monarchs 800 years ago. As the founding members, they relocated their families to Mary Geoise and eventually became known as the Celestial Dragons, and have been controlling the world ever since. To avoid any one of the 20 monarchs rising to power and becoming the sole ruler, they installed an Empty Throne and placed their swords around it as a symbol of oath.
What happened with Queen Lily of the Alabasta Kingdom?
Lily was the queen of the Alabasta Kingdom and one of the founding members of the World Govt. The 20 monarchs relocated their families to Mary Geoise and new monarchs were selected in their home country to rule. The founding monarchs’ names were removed from their home country but Queen Lily of the Nefeltari family had her name in the first 20 and chose not to become a Celestial Dragon. She returned to her home country and for that reason, there are only 19 swords surrounding the throne.
If Queen Lily returned to the Alabasta kingdom, her name should be in the history books of the kingdom but the knowledge of the past centuries is limited till the Void Century. King Cobra didn’t find her name in the books and asked the five ELDERS about it, to which they claimed to have no knowledge or any way of finding it.
King Cobra surprises the five ELDERS by asking – What is the D? and shares information about the ‘Short Letter‘ left by Queen Lily 800 years ago which was passed down through the royal family for generations.
King Cobra is shocked to see an alien figure (Imu-sama) entering the Empty Throne Room and occupying the throne, uttering the name ‘LILY’.
