Kaiju No. 8 Season 2 Episode 11 started on a positive note with Mina Ashiro destroying the large monsters with Keraunos and clearing the path for Captains, Vice Captains, Platoon Leaders, and other Anti-Kaiju Defence Force members. However, it was the moment that Kaiju No. 9 was waiting for. Thanks to his tactics for summoning the massive monsters, he managed to separate the strongest members of the Defence Force.
Then he summoned five new Kaiju, whose fortitude levels were well above 9.0, making them Identified Kaiju. He assigned each one to face a particular Defence Force member against whom they had an advantage. While Kaiju No. 9 watched the battles from a distance, it was surprising to see how strong the monster is, since it was able to create Identified Kaiju and control them without much difficulty.
Kaiju No. 9 Created Monsters Through Absorption, Assimilation & Reconstruction
With the latest Kaiju No. 8 episode, it has been confirmed that, apart from being an Identified Kaiju, Kaiju No. 9 can also create other Identified Kaiju. Unfortunately, the secret behind its Identified Kaiju creation is yet to be revealed, but considering his abilities, it might not be difficult to crack the secret.

Kaiju No. 9 used its knowledge of the Defense Force members to create Kaiju through a process known as reconstruction. This ability allows it to rebuild tissues and energy, resulting in the birth of entirely new creatures. It is likely that No. 9 biologically altered the Kaiju it absorbed, tailoring them with enhancements. While the antagonist is capable of producing direct clones of itself, in this case, it seems to have used its own cells to generate Kaiju with immense strength and unique abilities, each designed as countermeasures. Rather than replicating his own form, No. 9 granted them distinct identities, much like he did with Kaiju No. 10.
The process likely began with absorption, followed by cellular reconstruction and the transfer of abilities, all taking place within the antagonist’s body. For instance, because Gen Narumi can track bodily movements, Kaiju No. 11 was given hydrokinesis, as water cannot be tracked in the same way, its movements are unreadable to him. Since these Kaiju were created through the antagonist’s own abilities, it retains the power to control them remotely. This control is possible because the kaijus carries its cells and energy. While the antagonist has been shown to direct lower-level Kaiju, it notably allowed the Identified Kaiju to act independently without interference.

Kaiju No. 9 Tailored New Kaiju to Fight Defence Force Members
Kaiju No. 9 has multiple abilities, two of which are Memory Assimilation and Kaiju Creation. Memory Assimilation is an extension of its Metamorphosis ability. Thanks to metamorphosis, Kaiju No. 9 can take the shape of any individual it killed, and the memory assimilation ability allows it to know all their memories.
Since the Kaiju consumed Isao Shinomiya, it has all of his memories. Fortunately for the Kaiju, Isao Shinomiya knew about every crucial Defence Force member and their abilities, like Kikoru Shinomiya, Gen Narumi, Soshiro Hoshina, etc. It helped Kaiju No. 9 formulate a contingency plan to deal with these Defence Force members who are a threat to him.

Now, with the Kaiju Creation ability, he created a Kaiju and planted specific memories of Isao Shinomiya in them based on the member they were going to face. Having knowledge of their abilities and specialties, the Kaiju created by it can easily fend off the specific members of the Defence. Also, Kaiju No. 9 might have planted the best counter abilities inside them that would make them out as victors against the protagonists.
