The Cipher Pol in One Piece is the World Government’s Secret Organization that enlists assassins, undercover agents, and special agents. These undercover agents have mastery in stealth maneuvers, with some of them being extremely potent. Every time a Cipher Pol was introduced in the anime, they were always working as an undercover agent, trying to do the World Government’s dirty job by performing assassinations and sometimes secret investigations and spying on people or agencies.
There is a total of ten Cipher Pol in One Piece, ranging from CP0 to CP9, with each having its own set of tasks. Unfortunately, there is no information on CP1, CP2, CP3, and CP4, as neither the manga nor the anime has featured them. However, here is a list containing details about the rest of the Cipher Pol, with every detail mentioned in One Piece.
1. Cipher Pol 5 (CP5)
- Anime Debut: Episode 249
- Members: Spandam (former Leader)
Cipher Pol 5 is one of the known factions within the Cipher Pol. Even though they do not hold the same position as CP0, they are still trusted by the World Government and work under it. In the anime, CP5 was sent on two different missions, investigating Dr. Vegapunk’s research on Void Century and retrieving Pluton’s blueprints, but it failed them. Even though each faction of the Cipher Pol specializes in something, the CP5 specialty remains unknown.
2. Cipher Pol 6 (CP6)
- Anime Debut: Episode 253
- Member: Jerry, Jabari
Cipher Pol 6 is another Cipher Pol faction with an unknown specialty. Their only known members are Jerry and Jabari, with the former sent to assist CP9 during the abduction of Nico Robin during the Enies Lobby arc. Unfortunately, they suffered a crushing defeat at the hands of the Straw Hat Pirates. CP6 was later involved with the infiltration of the World Economy News Paper to stop Morgans from publishing a certain story. However, they also failed this time.
3. Cipher Pol 7 (CP7)
- Anime Debut: Episode 253
- Member: Wanze
Like Cipher Pol 6’s Jerry, Cipher Pol 7 was also sent to aid CP9 during Nico Robin’s abduction. Later, a group of the faction was sent to Egghead Island to investigate the missing CP5 agents who went missing after going for an investigation regarding research on the Void Century by Dr. Vegapunk. Wanze is the only known member of the faction and is considered to be their ace.
4. Cipher Pol 8 (CP8)
- Anime Debut: Episode 1108
- Member: Alpha
Cipher Pol 8 is one of the most reliable factions within the Cipher Pol. They are an Intelligence Agency that excels at spying, undercover missions, surveillance, and information extraction. After Bartholomew Kuma agreed to become a Pacifista, a group of CP8 agents, with Alpha as their leader, was sent to the Sorbet Kingdom to look after Jewelry Bonney. Even though she was not a real doctor, she made everyone believe that she was one. They almost succeeded in their mission, if not for some mishaps. Later, a few CP8 agents were sent to the Egghead Island to locate the missing agents from CP5 and CP7.
5. Cipher Pol 9 (CP9)
- Anime Debut: Episode 230
- Member: Spandine (former Captain), Spandam (Former), Rob Lucci (Former), Kaku (Former), Blueno (Former), Kalifa (Former), Jabra (Former), Kumadori (Former), Nero (Former), Fukurou (Former)
After Cipher Pol 0, Cipher Pol 9 is the most potent and able faction within the organization. Not only do they work as an Intelligence Agency, but they also excel at assassinations, which happens to be their specialty. CP9 was led by Spandam, and before him, it was his father, Spandine. Rob Lucci, Kaku, Blueno, and Kalifa worked under Iceburg for a long time to get their hands on the blueprints of Pluton.
They were even assigned the task of capturing Nico Robin, who was believed to be a threat to the World Government since he was from Ohara. They almost succeeded in their mission, but they happened to face the Straw Hat Pirates, who were determined to save their friend. Later, all the members of CP9 were transferred to CP0.
6. Cipher Pol 0 (CP0)
- Anime Debut: Episode 635
- Member: Joseph, Gismonda, Stussy, Guernika, Rob Lucci, Kaku, Maha, Blueno, Kalifa, Spandam, Jabra, Fukurou, Kumadori
While the Cipher Pol is considered a secret agency, Cipher Pol 0 is a secret faction within it. It is the strongest faction among all the other Cipher Pols. Cipher Pol 0 is the only faction within the organization to be under the direct control of the World Nobles, with the others being controlled by the World Government. Due to their higher authority, they are given Authority Chips that allow them to control the Seraphims and the Pacifistas.
It is believed that when CP0 is in motion, something big is about to happen. They were first introduced during the Dressrosa arc. The Cipher Pol 0 also has a different attire compared to the rest. They wore white suits, while other factions wore black. Former CP9 members Kaku and Rob Lucci are now members of CP0.
