According to Oda, Kuzan does have subordinates. However, he isn’t someone who is fully obedient to Blackbeard. The mangaka feels that Kuzan joining the crew was more about him living his life with absolute freedom rather than with an intent to commit criminal acts. However, his actions have still resulted in casualties.

Every country affiliated with the World Government has soldiers defending their respective nations. The World Military Draft appoints the most capable of these soldiers to the Marines. The consequent weakening of the country’s military power might have been the reason behind the success of the Eight-Nation Revolution.

Q9) What happened in the Rocky Port incident which earned Koby the nickname of “the Hero”?

The mangaka did not draw it as it would be too long to be included in the main story. Essentially, Law hijacked a passenger ship called Rocky Port to travel to Pirate Island where a Poneglyph was supposed to have been hidden. The ship was carrying the king and other important figures of a certain country. However, in actuality, Law boarded a smuggling ship that was conducting business with Pirate Island under the flag of the same country. This resulted in Law coming in contact with other forces. Later, Koby and Blackbeard boarded the ship with their agendas. However, as things turned out, the three ended up fighting together which gave the incident its name. Consequently, Blackbeard became King of Pirate Island, Law joined the Royal Sea Warlords and Koby came to be known as the “Hero”.
