Taking the Marine Ford battle as an example, it took 3 admirals, 7 warlords of the sea, Fleet admiral Sen Goku, Vice admiral Hero Garp, and thousands of navy soldiers to stop White Beard pirates headed by Edward Newgate, who had a bounty of 504 Million Berries, which is the 2nd highest bounty of all time.

Apart from maintaining control and allotting manpower to the particular threat, bounty also serves as an opportunity for the Government to outsource its dirty work. While no one would dare go against Younko-level pirates like Luffy, Blackbeard, and Shanks, lower-level pirates become an easy target for bounty hunters.
This, in turn, becomes a psychological trap by the world government, keeping pirates on edge and constantly fighting each other instead of uniting. Apart from this, bounties also help in showing that everything is under the world government’s order. Even if one or twice they manage to slip and goof up in stopping a big criminal. Issuing new posters and manipulating bounties creates an impression in the world that everything is still under control
